2020-21
परिचय
भारत
में युवावस्था से व्यस्कता की ओर बढ़ रहे लोगों की संख्या सर्वाधिक है। राष्ट्रीय
युवा नीति 2003 में
13 से
35 वर्ष
की आयु के व्यक्ति को
युवा के रूप में परिभाषित किया गया है। जोकि देश में कुल जनसंख्या का लगभग 41 प्रतिशत भाग है तथा देश के ग्रामीण क्षेत्रों में कुल युवा
वर्ग जनसंख्या 69.67 प्रतिशत
है। भारत की कुल जनसंख्या में 70 प्रतिशत से अधिक की आयु 35 वर्ष से कम है।

यह
नोट करें कि युवा मामले विभाग, युवा कार्यक्रम एवं खेल मंत्रालय, भारत सरकार की वर्तमान
राष्ट्रीय युवा नीति दस्तावेज 2014 में 15 से 29 वर्ष के समूह वर्ग को
युवा बताया गया है, जहां
तक विभिन्न नीतिगत व्याख्यों का संबंध है। हमें अधिक से अधिक केन्द्रित सोच रखनी होगी। देश की
जनसंख्या में 27.05 प्रतिशत
भाग 15 से
29 वर्ष
की आयु समूह के युवा वर्ग का है। वर्तमान में भारत की कुल राष्ट्रीय
आय में लगभग 34 प्रतिशत
योगदान 15 से
29 वर्ष
के आयु समूह के युवाओं का है।
राष्ट्रीय
युवा नीति 2014 को
ध्यान में रखते हुए में जब तक स्पष्ट उल्लेख नहीं किया जायेगा उनके अलावा 15-29 वर्ग के आयु समूह के युवा नेयुकेसं के मुख्य
कार्यक्रमों, पोजनाओं, परियोजनाओं और अन्य
गतिविधियों के लाभार्थी होंगे।
युवा
वर्ग सर्वाधिक उत्साही तथा संसाधन सम्पन्न भाग होने के कारण, देश के सामाजिक-आर्थिक
विकास के पोषण तथा सुटृदीकरण में उनकी
भूमिका अत्यंत महत्वपूर्ण है। चुनौती यह है कि गरीबी से बाहर निकलने, विकास के सृजन तथा जीविका परिणामों की प्राप्ति के लिए उनकी आंतरिक
क्षमताओं को उजागर कर विकसित किया जाए, ताकि वै एक स्वस्थ और
सार्थक जिंदगी बिता सकें। फिर
भी उनके श्रम शक्ति की भागीदारी और उनकी उत्पादकता में वृद्धि से देश के नागरिकों के
इस वर्ग का योगदान बढ़ाने के लिए
एक विशाल क्षमता मौजूद है।
नेहरू
युवा केन्द्र संगठन देश भर में प्रत्येक
जिले के लिए नेहरू युवा केन्द्र की योजना 1972 में प्रारंभ की गई थी।
नेहरू युवा केन्द्र संगठन
(ने.यु.के.सं)
की भारत सरकार के एक स्वायत्तशासी निकाय के रूप में स्थापना वर्ष 1987 में की गई थी, जो वर्तमान में युवा कार्य विभाग, युवा कार्य एवं खेल
मंत्रालय के अधीन कार्य कर रहा है। सन् 1972 से नेहरू युवा
केन्द्रों का भारी विस्तार और विकास हुआ है तथा आज नेहरू युवा
केन्द्र देश भर में 623 जिलों
में कार्यरत हैं।
नेपुकेसं
की मुख्य शक्ति विभिन्न जिलों में ग्राम स्तरीय युवा मंडलों में निहित है इन युवा
मंडलों, जिला
ने. यु. केन्द्रों के बीच राष्ट्रीय युवा कोर (एनवाईसी)
स्वयंसेवकों का बल मौजूद है, जिसकी सहायता और प्रतिभागिता के साथ ने.
यु.के. सं अपने उद्देश्यों को प्राप्त
करता है।

महात्मा गांधीजी की 150 वीं जयंती का आयोजन
(वर्ष भर) पृष्ठ भूमि
माननीय
प्रधानमंत्री श्री नरेंद्र मोदी जी ने 68वें स्वतंत्रता दिवस
पर लात किले के प्राचीर से राष्ट्र के अपने पहले संबोधन के दौरान लोगों से अपने आस-पास को साफ और हरा रखने
के लिए आग्रह किया था। स्वच्छता एवं सफाई महात्मा गांधी जी के दिल के करीब थी और उनके लिए ईश्वर के बाद दूसरा
स्थान स्वच्छता का था। देशभर में स्वयं सेवा एवं स्वैच्छिकता की भावना के साथ देश को गंदगी से मुक्त कराने के लिए युवा
नेतृत्व में आन्दोलन करना बापू की 150वीं जयंती पर एक बड़ी
श्रद्धांजलि होगी। प्रधानमंत्री कार्यालय
में दिनांक 18.04.2016 में आयोजित बैठक के दौरान भारत के माननीय
प्रधानमंत्री द्वारा निर्देश दिए गए थे कि युवाओं को एकत्रित किया जाये और
उन्हें स्वच्छता गतिविधियों में शामिल करने के लिए प्रेरित किया जायै जैसे स्कूल, कॉलेज, अस्पताल और सार्वजनिक
मूर्तियों की सफाई और गांवों को खुले में शौच से मुक्त बनाना। इसके अलावा, यह भी
निर्देश
दिया गया है कि युवा को जल संरक्षण (पानी बचाओ) और जल संचयन की गतिविधियों में
लगाया जाये। युवा कार्यक्रम और खेल
मंत्रालय ने बताया कि युवाओं के बीच गांधीजी की नैतिकता, आदर्श और स्वैच्छिक
कार्य की भावना को
बढ़ावा
दिया जाना चाहिए और उन्हें प्रोत्साहित किया जाना चाहिए ताकि उन्हें अपने जीवन में
अपना सकें इसके अलावा, युवा भारत और हिंद
स्वराज के लिए गांधी जी द्वारा अपनाये गए सिद्धांतों को युवाओं के बीच प्रचारित
किया जा सकता है। इसी प्रकार, गांधी जी और उनके
महत्व से जुड़े स्थानों पर कार्यक्रम आयोजित किए जाने चाहिए और इन स्थानों पर
गांधीजी के जीवन में होने वाली
घटनाओं को फिर से जीवित किया जा सकता है। राष्ट्रीय एकता शिविर या अन्य बड़े आयोजन
के दौरान, गांधी के जीवन और
कार्य और गांधीवादी नैतिकता और संदेश, प्रश्नोत्तरी
प्रतियोगिता, आदि
पर विषय विशेषज्ञों द्वारा व्याख्मान आयोजित किए जाने चाहिए।

उद्देश्य
मुख्य
उद्देश्य निम्नानुसार हैं:
युवाओं
के बीच महात्मा गांधी जी के जीवन और कार्यों के बारे में जानकारी प्रसारित करना।
युवाओं
को स्वच्छता के बारे में जागरुक करना, मैनुअल स्कर्वैजिंग को
समाप्त करना और ओडीएफ को प्रचारित करना।
सर्व
धर्म सम्भाव, सामाजिक
सदभाव, सामुदायिक
सेवा और इसके ऊपर अनेकता में एकता के प्रति अभिमुख करना।
युवाओं
को विघटनकारी ताकतों द्वारा उत्पन्न खतरे के बारे में जागरूक करना और देश की आम
विरासत (सांझी विरासत) के लिए तैयार करना।
समाज
में प्रचलित सामाजिक बुराइयों के खिलाफ लड़ने के लिए युवाओं को संवेदनशील बनाना।
कार्यक्रम
को सार्थक और सफल बनाने के लिए युवा कार्यक्रमों पर जिला सलाहकार समिति
(डीएसीवाईपी) की बैठक में महात्मा गांधी की 150वीं जयंती के आयोजन पर
चर्चा करने का प्रयास किया जाना चाहिए। स्थानीय प्रशासन और स्थानीय
प्रतिनिधियों
को कार्यक्रमों और गतिविधियों के उचित कार्यान्वयन के लिए हर संभव तरीके से शामित
किया जाना चाहिए।
गांधी
जयंदी समारोह विभिन्न प्रकार के कार्यक्रम और गतिविधियों जैसे - प्रभात फेरी, सर्व धर्म प्रार्थना
और बापू के भजन, परस्पर संवाद , प्रदर्शनी, पदयात्रा और रैलीयां, सांस्कृतिक कार्यक्रम, नुक्कड नाटक और गांधी
जी पर लघु फिल्म औरसमिति आवश्यकता के अनुसार एक बजट तैयार करेगी। बजट तैयार करते समय
यह ध्यान रखा जाना चाहिए कि राशि का उपयोग भोजन-आवास, टीए/डीए, हॉल किराया, स्टाल संस्थापन, आयोजन संबंधी खर्चो
इत्यादि के लिए किया जाएगा।

पुरस्कारों
को जिला, राज्य
और राष्ट्रीय स्तर पर प्रदान किया जाएगा पहली प्रतियोगिता, जिला स्तर

शुरू की जाएगी।
* सभी
प्रतिभागियों को, उपरोक्त
निर्दिष्ट गतिविधियों के आरंभ हो जाने पर श्रमदान के 100
घंटों
के सफलतापूर्वक समापन होने पर तथा जिला युवा समन्वयक / एसीटी (जिला नोडल
अधिकारी)
द्वारा स्वीकृति के पश्चात स्वच्छ भारत इंटर्नशिप प्रमाणपत्र प्रदान किया जाएगा।

अवधि को सफलतापूर्वक पूर्ण किया है।
* पुरस्कार
को प्राप्त करने के लिए अपने गांव से जिला और राज्य मुख्यालयों में आने वाले युवा मंडलों के प्रत्येक चयनित सदस्यों
के प्रतिनिधियों हेतु किसी भी टीए / डीए का कोई बजटीय प्रावधान नहीं किया गया है।

प्रकृति जिसके अंतर्गत पुरस्कार प्रदान किए जाएंगे:
कार्यक्रम

गतिविधियां को जिनमें स्वैच्छिक श्वम निहित हों तथा स्थानीय क्षेत्र
अथवा
समुदाय हेतु उपयोगी हों, उनको
दो समूहों में वर्गीकृत किया जा सकता है। उदाहरणस्वरूप एक सूची निम्नानुसार है:

गतिविधियां:
आईईसी गतिविधियां, स्वच्छता संबंधी मुद्दों के विषय में लोगों की जागरूकता में वृद्धि करने और स्वच्छता संबंधित व्यवहार में होने वालें बदलाव को गति प्रदान करने की दिशा में उन्मुख हैं। इंटर्न, आईईसी गतिविधियों के अंतर्गत खुले में शौच करने, स्वच्छता व्यवहारों ; अन्य व्यवहारों में
* जिला नोडल अधिकारी (डीवाईसी/एसीटी) को लिले सें स्थित विभिन्न कैंद्रीय स्थलो पर युया मंडलों के अध्यक्षों / सचिवाँ / लीडरों के साथ बैंठके (3-4) आयोजित करनी चाहिए।
जिला ने.यु.के.सं. से संबद्ध सभी यवा मंडलों को कार्यकरम में सक्रिय रूप से भाग लेने के लिए जागरूक और प्रेरित किया जाना चाहिए।
एनवाईवी
के साथ ही साथ युवा मंडल के बीडरों / अध्यक्षों / सचिवाँ को कार्यक्रम, आनलाइन / आफ़लाइन आवेदन प्रक्रिया, आयोजित किए जाने वाले
कार्यक्रमों / गतिविधियों की अवधि (27 अप्रैल, 2018 को वितरित किए गए
अनुलग्नक - ए के दिशानिर्देशो को देखें), प्रतिभागी व्याक्तिगत युवा / युवा ओ की टीम, दस्तावेज़ीकरण
(रजिस्टर), रिपोर्टिंग, फोटोग्राफ, प्रस क्लीपिंग, प्रस्तुत की जाने वाली
वीडियो, सर्वश्रेष्ठ
तीन प्रविष्टियों के चयन के लिए योग्यता और मानदंड, पुरस्कार की राशि, पुरस्कारों का स्तर और
दिशानिर्देशों में दिए गए अन्य मामला के विषय में विवरण प्रदान किए जाने
चाहिए। युवा लीडरों को स्वच्छ भारत ग्रीष्मकालीन इंटर्नशिप- की वेबसाइट MyGov https://sbsi.mygov.in की जानकारी के साथ ही
साथ नोडल अधिकारियों हेतु स्वच्छ भारत ग्रीष्मकालीन इंटर्नशिप उन्मुखीकरण गाइड
में दिए गए बिंदुओं के विषय में भी जानकारी प्रदान की जानी चाहिए। यूवा मंडल के
लीडरों / सदस्यों को "इंटर्नशिप और लर्निग रिसोर्सेज के बारे में से संबंधित पेज पर दिए गए
वीडियो तक पहुंच प्रदान की जानी चाहिए और उन्हें अक्सर पूछे जाने वाले प्रश्नों सहित साझा
करना चाहिए। वे युवा मंडल जो कार्यक्रम में ऑनलाइन (वेबसाइट https://sbsi.mygov.in)
रूप
से शामिल हो सकते हैं, उन्हें वेबसाइट को एक्सैस
कर ने और उसके बाद लॉग इन करने और फिर आवेदन फॉर्म भरने के बारे में पता होना चाहिए। वे युवा मंडलों जिनके पास इंटरनेट की सुविधा
उपलब्ध नहीं है, वे
दिशानिर्देशों में दिए गए अनुलग्नक-1 को भर सकते हैं और
ने.यु.के.सं. के जिला नोडल अधिकारी (डीवाईसी / एक्ट) को प्रस्तुत करे सकते हैं । उसके बाद, इसे तुरंत ही https://sbsi.mygov.in
वेबसाइट
पर अपलोड किया जाना
चाहिए। यह अनिवार्य और बहुत ही महत्वपूर्ण है। इस संबंध में युवा मंडलों की गतिविधियों का नियमित रूप से निरीक्षण, अभिप्रेरण और निगरानी की जानी चाहिए।
अपनी
दैनिक गतिविधियों की एक्शन फोटोग्राफ और वीडियो के साथ ही साथ
रजिस्टर हेतु निर्धारित किए गए प्रारूप(अनुलग्नक-2) में रिकॉर्ड के विवरणों को दर्ज करना आवश्यक रूप से सुनिश्चित कर लेना चाहिए। युवाओं के लिए स्वच्छ भारत ग्रीष्मकालीन इंटर्नशिप के अंतर्गत जिला, राज्य और राष्ट्रीय स्तर पर युवा मंडलों के युवा / टीम सदस्यों को पुरस्कार प्रदान करने के लिए लक्ष्य, रणनीतियां और

नरेंद्र मोदी जी ने, 29 अप्रैल
2018 को
, अपने
मन की बात के दौरान, भारत के युवाओं से सम्मिलित होने का आग्रह किया। उन्होंने
कहा, "कॉलेज के सभी छात्, एनसीसी और नेहरू 'स्वच्छ भारत ग्रीष्मकालीन इंटर्नशिप 2018 कार्यक्रम में नेहरु युवा केंद्र के सीखना चाहते हैं, जो भी देश में होने
बाले बदलावों के साथ जुड़ना चाहते हैं और इसका एक लोग , जो भी समाज एवं देश की
खातिर कुछ भी महत्वपूर्ण करना एवं कारण बनना चाहते हैं, जो भी अपनी सकारात्मक
ऊर्जा के साथ समाज के लिए कोई भी कार्य अथवा इसके लिए किसी दूसरे प्रयोजन
में आगे आना चाहते हैं- उन सभी के लिए यह एक शानदार मौका है। निःसंदेह इससे
स्वच्छता अभियान के विषयों को भी प्रौत्साहन मिलेगा,
और
जब हम महात्मा गांधी की 150वीं
जयंती मना रहे होंगे, तब
हम निश्चित रूप से संतृष्ति की भावना को सिद्ध कर रहे होंगे।"

एवं रणनीतियां
उपर्युक्त
को ध्यान में रखते हुए , भारत
के 623 जिलों
के उन सभी गांवों में जहां पर युवा मंडल स्थापित हैं, उन सभी स्थानों के
दृश्यमान परिणाम सहित यह हमारा दृढ़ संकल्पित कर्तव्य तथा उत्तरदायित्व है कि इन सभी
प्रयत्नां को हमें "एक नेहरू यूवा केद्र संगठन युवा लीड मिशन" का रूप प्रदान करना है।
इसे
सफल बनाने के लिए, हम
आपकी दूरदर्शिता ज्ञान और अनुभव मैं विश्वास करते हैं। हालांकि निम्नलिखित बिंदुओं पर भी विचार किया जा
सकता है:-
* एनवाईवी
को सभी युवा मंडलों को अपने निर्टिष्ट ब्लॉकों / निकटवर्ती ब्लॉकों को इस प्रकार से समायोजित करने का लक्ष्य समायोजित करते दिया जाना चाहिए कि
जिले
के सभी युवा मंडलों को कार्यक्रम में उनकी प्रतिभागिता को
सुनिश्चित किया जा सका 101 कार्य जिन्हें युवा
मण्डल कर सकता है
नेहरु
युवा केन्द्र भारत की वह संस्था है जो ग्रामीण अंचलों में रहने वाले गैर छात्र ग्रामीण
युवाओ के बीच रहकर कार्य
करती है । यह संस्था उन यवाओं की प्रतिभा पहचानकर उनके लिए विकास का कार्य करती है तथा अपने
विभिन्न कार्यकर्मों के माध्यम से उन यवाओं को राष्ट्रीय लक्ष्यों को पूर्ण करने
में सहयोगदेती है । नेहरू युवा केन्द्र संगठन के अंतर्गत ग्रामीण रतर के युवा मंडल
कार्यरत हैं तथा नेहरू युवा कन्द्र संगठन का लक्ष्य समस्त गैर छात्र ग्रामीण
युवाओं को जोड़ने का है । यह युवा मंडल नेहरू युवा केंद्र अभियान की बुनियाद है
इन युवा मंडलों को मजबूती प्रदान करने हेतु नेहरू युवा केन्द्र संगठन का यह मानना है कि यह युवा मंडल
आत्म निर्भर व संसाधनों से परिपूर्ण हो, जिससे वे समाजोत्थान में
सकिय रूप से भाग ले सकें ।

यह
युवा मंडल अपने कार्यकलापों के द्वारा समाजोत्थान के कार्य में सक्षम होने चाहिये
बड़ी संख्या में यह युवा मंडल
ग्रामीण अंचलों में कार्य करते हैं किन्तु उचित मार्गदर्शन न होने के कारण इनकी
गतिविधि या नगण्य रहती है ।
नेहरू युवा केन्द्र संगठन इन युवा मंडलों को उचित माध्यमों व दिशा निर्देशों के
द्वारा
सहायता
प्रदान करता है जिससे यह युवा मंडल आत्मनिर्भरता की ओर अग्रसर हो सके । नेहरू युवा
केन्द्र संगठन इन युवा मंडलों
के उत्थान के लिए संकल्पबद्ध है जिससे सामाजिक व आर्थिक बदलाव हो सके । विभिन्न एजेन्सियों से लाभ लेने हेतु 101 करने योग्य कार्य उन
युवा मंडलों के लिए उपयोगी सिद्ध होंगे । अधोलिखित कुछ कार्यक्षेत्र ऐसे
हैं जिनमें युवा मंडल कार्य कर सकते हैं । लक्ष्य प्राप्ति इस बात पर निर्भर करती है कि युवा नेतृत्व कैसा हो
तथा कार्यक्षेत्र की आवश्यकता क्या है ।
